Biography:

Rover has seen the whole history of New Valhalla. He was there when the first settlers paddled their way up the river now known as the Huang Si; he was there as the trading-post and way station grew into a town, then a city; he was there when ACME, OverTech, and even the Order of the Third Eye moved in, making the city what it is today for better or worse. This is his spot. Or more particularly, the plot of earth now occupied by Silver Square is. He's seen that flower and fade too: fertile lowland, then town square, then commercial/entertainment hot spot, now little more than a parking lot in a slum. He doesn't seem to mope or agonize over the changes, though, or even comment upon them. He just makes his rounds and checks everything over each day, and watches the neighborhood goings-on, and barks at cats and mailmen.

At some point about a year ago, the Howling Fangs made Silver Square their meeting place, the center point of their turf. Most of the gang members, familiar with the area, paid no attention to old Rover: he was a feature of the environment, no more likely to rat out their plans than the crumbling asphalt or the flickering streetlamps. But Werejackal, always the wisest of the bunch, struck up a conversation with Rover one evening, and convinced him to take a stroll with her beyond the bounds of his usual haunt. The experience was an adventure for Rover, and he looked forward to seeing Jackal again. She came back the next night, and they strolled some more. This went on just as regularly for some time; the other members of the pack poked fun at Werejackal for “walking the dog,” but soon enough her intention was obvious. Rover had become a fond ally, devoted and loyal enough to be a member of the Howling Fangs.

Since he's not much of a fighter, not a tactical or criminal genius, and socially inept (not to mention rather homely), it might be hard to see why Rover would be a valuable addition to the group. But his rather unimpressive qualities overall conceal a few incredible traits. For one, Rover is a stupendous tracker with his bloodhound nose, easily able to follow trails that would baffle even Canis and Lupus working together. For another, Rover is quite inconspicuous for a Toon, and will uncomplainingly stake out a location for as long as it takes to notice something of interest--provided he gets his beauty rest and gets to go back to Silver Square for a while each day. Lastly, he is deeply devoted to Werejackal, and will alert her to any danger or defend her to whatever end his Toon reality will permit.
