Your character's home neighborhood says a lot about his or her circumstances, and vice versa. Determining your character's environs is crucial to cementing his role in New Washingtonian life.
Please take a look at the article on Districts and Sub-Districts of New Washington to see which would be most appropriate for your character. Take into account your character's relative wealth, what she might like to do and what kinds of crowds she runs with.
Also remember that your storyteller or GM may have set the location for your game. While getting anywhere in New Washington is feasible through the Rail, having a character live in the Flavor Slice and commute to a game taking place in the Border Slum would be not only a bit bizarre, but highly inconvenient for the character.
