The new system was organized into three “tiers” of enforcement. The lowest tier, made up of “Precincts", remained largely as it had under government auspices, taking care of small, local cases. Though funded and nominally run by corporations, these Precincts were largely autonomous, regulating their own ranks and, generally speaking, organizing as they saw fit. This led to a number of problems of enforcement standardization, and in 2228 the Lorraine Standards bill was passed regulating the logistics and organization of precinct-level law. Authority was given to Precincts to investigate as they saw fit, save when ordered in the negative by the next tier. This next tier - “Enforcement” - was entirely corporate, and served a number of important purposes. First was regulation of the Precincts - most notably, they could order Precincts to cancel investigations pursuant to protecting corporate secrets or for a variety of other reasons (see Chapter 12.3 - Precinct-Level Limits and the Bell Incident).
The primary duty of Enforcement, however, was to oversee Precinct investigations and provide assistance, authority and, where necessary, greater power. This included, after the Guardian Authorization Act of 2300, the limited use of Guardians (see Appendix B), under proper supervision. This increased the power and capability of Precinct-level enforcement to combat the growing organized-crime problems of the early 2300s; this advantage was enjoyed until the rise of the Augments (see Chapter 12.4 - Troubles Build - and Appendix B). The “Enforcement” arm was also tasked with providing regular reports of activity to the Department of Justice, and with coordinating governmental imperatives and corporate interests with the needs of the community and Precinct-level organizations. Though not as involved as the lower two tiers and without the direct control of the Enforcement level, the Governmental level is authorized with a far wider range of equipment and tactics than lower levels, and possesses a number of emergency powers not held at any other level. In particular, this level is authorized, with approval of the DoJ council, to directly control the running of Enforcement-level or Precinct-level operations. In this way are balances maintained; in the extreme case, as in the Randall Accident of 2312, governmental powers can step in when corporate interests are in question ...
